广东省茂名市滨海新区地税局探索纳税人分类分级管理改革新路
  广东省茂名市滨海新区地方税务局自今年9月1日开始全面推开纳税人分类分级管理改革以来,通过设置专门税收风险管理部门、开发管事制任务管理系统、编写岗位业务工作指引等一系列实践,初步实现事前审核向事中事后监管、固定管户向分类分级管户、无差别管理向风险管理、经验管理向大数据管理“四个转变”,探索出纳税人分类分级管理改革的新路。

  整合资源 设专门税收风险管理部门

  茂名市滨海新区地方税务局以上年度纳税规模为主要标准,将纳税人划分为大企业、重点税源户及一般税源户三类,对涉税事项划为纳税服务、基础管理、风险管理及法制管理四类事项。对不同纳税人分别采取不同的管理模式:对大企业、重点税源户采取“管事+管户”相结合的管理模式,对一般税源户全面实行“管事制”模式。

  按照2017年全省地税信息化工作会议关于“鼓励有条件的地区设置风险管理分局”的精神,在不改变机构数量和人员定编的前提下,对下属3个基层分局进行资源整合,设置七迳、电城两个基础管理分局,主要承担纳税服务、基础管理及法制管理事项,设置纳税服务、基础管理、规费管理、综合事务4大类9小类工作岗位。将博贺分局调整为区局风险管理分局,主要承担风险管理事项,负责统一承接上级机关推送的风险应对工作任务,自主组织开展全区重点税源的风险识别、风险应对,对全区中风险纳税人开展纳税评估等各项风险管理工作。风险管理分局设置风险识别、风险应对、综合事务3大类工作岗位。

  区局风险管理分局按不同风险等级分别采取风险提示、约谈评估等不同方式,差别化应对风险管理工作,形成税收风险管理“闭环”运行机制,堵塞税收征管漏洞,提升税收征管质效。组建2个多月来,先后联合国税组织开展了征管数据质量清理、内外审发现问题的核查整改、房地产行业企业所得税、印花税核查、社保费扩面征缴联合执法等多项工作,清理规范征管数据1500多条,核查补缴税费1850多万元,新增社保费参保人数685人。

  主动探索 开发管事制任务管理系统

  茂名市滨海新区地方税务局根据业务指引编写业务需求,在省地税局“税源管理平台”上增加开发管事制任务管理系统。该系统具有系统开发集约化、灵活性较强、共享联动、开发成本低、易复制、易推广等突出特点。

  系统管理员可以根据实际业务工作需要,随时手工增加、删除、修改业务事项和调整任务推送规则,系统也可以根据预先配置的业务事项和产生规则自动产生任务,并可以按平均分配、比例分配、共享分配、优先分配的规则自动分派任务到岗到人,解决了金税三期系统按岗位推送任务后、无法落实到具体承办人的问题。同时该系统还与金税三期核心征管系统、社保费征管系统、省电子办税厅和电子税务局的信息共享和任务联动,可以基于金税三期和电子办税厅(电子税务局)自动或手动产生任务。目前首期40项常用业务事项已成功上线运行。

  与此同时,该系统还使分类分级管理工作任务流转全过程留痕,每月可以统计各个岗位人员工作的完成情况(包括数量、时限等),为个人绩效考核提供可量化考核依据,避免出现“干多干少一个样”,充分发挥“绩效引领”的作用。

  优化流程 编写岗位业务工作指引

  茂名市滨海新区地方税务局还组织人员,对照业务保障平台,全面梳理涉税事项,按照“前台受理、内部流转、限时办结、窗口出件”的原则,编写业务工作流程表,明确每项业务办理的岗位推送规则和业务流程。针对每项涉税事项,制订详细的《工作指引》,对每个流程、每个工作岗位应该做什么、如何做、何时完成等都进行详细说明,力求使每个岗位人员能对照指引,迅速开展工作,减少对新工作岗位的不适应性。

  在编写业务流程时,把即办事项与后续管理事项进行有机整合,把独立的涉税事项串联起来,形成完整工作链条,强化事中事后的监督管理。例如把“登记信息采集”与“税(费)种认定、个体户定期定额”、“变更登记”与“股权转让个人所得税审核”、“停业登记”与“调查巡查”等事项结合起来,形成“链条式”“情景式”税收管理,突出加强事中事后监督管理。

  通过编写本地化的依申请及依职权税务事项业务指引,从制度上、管理上进行规范统一,使税务人员在业务办理过程中有章可循,有效指导税务人员规范执法、规范服务,促进基础管理工作质效的提升。

  设置专岗 细化分工提升管理水平

  该局以纳税人分级分类管理为核心,合理划分税源和管理层次,按不同环节和管理事项划分税源管理岗位,细化岗位职责,使每个环节或事项都有专门的岗位人员进行管理,以细化分工方式促进专业化管理水平。

  在岗责设置时配备规费专职岗位人员,专门负责社保费欠费管理、缴费基数核查、扩面征缴、行政处罚、强制执行以及组织开展费源调查等各项规费管理工作,体现“税费并重”的工作要求,优化规费征缴服务,规范规费执法行为。

  全面实行“管事制”,根据个人能力和业务水平合理划分工作岗位,把原本由“一人统管”的事项划分到相应岗位办理,各岗位工作人员按规定完成本职工作,较好地解决了以往税收管理员权力过于集中、自由裁量权过大问题,有利于化解廉政风险。此外,工作任务由系统按规则自动分派,避免出现工作推诿扯皮,减轻了基层业务骨干的工作负担,使其可以更加集中精力加强重点税源的管理。
